Preheat the oven to 450 degrees F.
Combine water, powdered milk and vinegar in a bowl and mix well.
Combine all dried ingredients in a large bowl. Add wet ingredients and stir until forms a dough ball. Dough will be mildly sticky.
Turn dough ball onto a lightly floured clean surface. Turn and shape into a round ball.
Place onto a parchment paper lined baking sheet and use a knife to cut a deep X in the dough.
Bake 35 to 40 minutes until brown. Let cool before slicing.
